Engagement is the constraint, not collection.

European retail already operates the largest in-store take-back estate in the world. Textiles lead. Batteries are operational ahead of mandate. Small WEEE has run for thirteen years. What the system is short of is not infrastructure — it is the engagement-and-incentivisation layer that turns a counter into a cohort.

The trajectory

The numbers behind the constraint.

A target without a curve is rhetoric. The curve is on the chart and the chart is not subtle. Volume-side infrastructure has been built. Yield-side mass loss continues unchecked.

Volume side

Collection has grown — slowly.

EU textile collection moved from 10.7% in 2016 to 15.0% in 2022. That is +0.72 percentage points per year. At that pace, the EU 2030 target of 50% lands in roughly 2071. Directive (EU) 2025/1892 makes textile separate-collection mandatory from 2025 onward — the volume curve will steepen. The yield curve will not, by itself.

Yield side

Sorting loses what collection captures.

Of the 15% of European textiles that reach a collection point, roughly two-thirds is lost in sorting — downgraded, contaminated, mis-routed, or incinerated. The bottleneck is not more bags. It is identifying what is in each bag before it enters the sort line. That is the work the counter does, and it is the work the volume narrative skips.

Where we sit

The system is bigger than us. We sit inside it.

The EU Circular Economy Catalogue of Solutions (EU CatSys) groups circular technologies by what they do. Utilitarian sits at the join of two categories — Traceability and Enabling Technologies — because the counter does both at the same time.

Category 3

Traceability

Per-item provenance, composition and routing. Recorded at the moment of return, not reconstructed from a manifest. The unit is the scan; the audit trail is what the scan produces.

Category 4

Enabling technologies

Identification, classification, customer-side incentive, retailer-side workflow. The engagement layer that turns a willing customer and a willing retailer into a record the recycler can act on.

Crosswalk reviewed against the EU Catalogue of Solutions taxonomy. We do not claim to be a category — we operate inside two of them.

Indicators we report. In the order we report them.

Priority ordering. Lower-priority indicators are reported when the evidence is robust and omitted when it isn't. The discipline is the omission, not the inclusion.

A programme that only works for one party doesn't survive a budget cycle. The same scan shows up four times — once as a discount, once as a verified email, once as eco-modulation relief, once as pre-sorted input. None of those numbers is fictional.

Eight steps between a customer walking in and a tonne not landfilled.

    Cohort participation

    Not everyone returns. The interesting question is which 5–10% do — and whether they become recurring participants once they've done it once.

  2. 02

    Single item vs full bag

    A bag holds 6–12 items. The scan-rate per visit determines whether the counter is a verification asset or a logistics one. Aim for the first.

  3. 03

    Store-level variance

    Counter design, staff prompt, poster placement and incentive all move the curve. The variance between similar stores is large enough to be a research question.

  4. 04

    Reward curves

    Discounts work. Discount stacking with loyalty works better. Above a threshold, the marginal scan stops being attributable to the reward.

  5. 05

    Pre-sort value

    Identified items sort faster, route higher, and lose less mass than mixed-bag input. The recycler pays the difference back into the system.

  6. 06

    Fibre-to-fibre viability

    The thing that matters most is composition. A scan that records composition is the difference between a recycler's yes and a recycler's downgrade.

    Diversion arithmetic

    kg diverted × displacement factor × emission factor. Three numbers, each with a range. The discipline is reporting the range, not the midpoint.

    Retailer flywheel

    Email captured → customer returns → second item arrives → cohort widens. The asset is the cohort, not the count.

What does the European retail estate look like at full participation?

A back-of-envelope. The retail estate is what it is — roughly 173,500 stores across the EU carrying soft-goods or footwear. We assume cohort-stratified take-up, not universal. The ranges below are the honest ones — we report the band, not the midpoint.

These are scenario numbers, not projections. They show what the curve could look like if the engagement layer is solved at estate scale — they are not a commitment, a forecast, or a benchmark for any single retailer. The numbers most retailers will care about are the per-store ones in the case study.

Disclosure architecture is a hairball. Reporting the same number through several frameworks is more useful than inventing our own. Below: the frameworks our indicators map into. Each link is to the indicator priority list above, not to a separate report.

Where the argument extends

The textile case scales. Two adjacent waste streams already use the same machinery.

Batteries

Operational ahead of the EU Battery Regulation timeline. Counter captures item-level data and routes to certified take-back schemes. The constraint is fire-safe routing — the scan is the chain-of-custody record.

Small WEEE

Thirteen years of in-store operation across European retail. The infrastructure works. The audit trail did not — until per-product scan-level routing arrived. ESPR (Eco-design for Sustainable Products Regulation) makes the audit trail mandatory.

Per-SKU eco-modulation

ESPR + national EPR + the Digital Product Passport collide on a single point: brands need per-product end-of-life data to argue their way down the modulation curve. The counter is where that data is generated cleanly, at consent, at the moment of return.

What we still don't know

Four open empirical questions.

We treat these as live. They appear on the research roadmap; they shape what we measure next; they are the reason we publish ranges instead of points.

Q1

Displacement factor

How much virgin material does a diverted kilogram actually displace? The honest answer is a band — 0.4–0.9 depending on fraction quality and downstream route. We report the band.

Q2

Cohort attribution

Of the customers who returned an item, how many were attributable to the counter and how many would have bought regardless? Cleanly measurable with a holdout, not yet measured at scale.

Q3

Store-level sensitivity

Two stores with identical assortment, same chain, same town. One does 18 scans a day, the other does 6. We can list the variables; we cannot yet rank them.

Q4

Drip-vs-batch sort yield

Continuous identified flow vs periodic mixed-bag intake. Recycler yield differs; the magnitude of the difference is an active question.

    What's the LCA status?

    Per-fraction, per-route LCAs are partial. We commission and cite third-party LCAs where they exist (textiles: Refashion, Sympany; small WEEE: WEEE Forum). For routes without robust LCAs, we report engagement and volume only — not avoided-impact numbers we cannot defend.

    What displacement factor do you use?

    A range, not a point. 0.4 for low-grade mixed fractions; up to 0.9 for fibre-to-fibre routes with verified composition. Reports show both endpoints; the midpoint is never the headline.

    Third-party validation?

    Pilot results audited by retail partners (Runnersworld, INTERSPORT). Recycler reconciliation with FastFeetGrinded. Frameworks crosswalk reviewed against EU CatSys taxonomy and ESRS E5 disclosure requirements.

    What scale have you actually operated at?

    1,556 scans across nine Dutch stores between August 2025 and January 2026. 1,398 verified emails. 90% capture rate at the counter. 92% AI classification accuracy on item composition. €2.72 cost per verified email at pilot scale.

    Information-security posture?

    ISO 27001 controls implemented across the platform. Customer data captured at the counter is consent-based, minimised, and held under retailer data-processing agreements. Brand-level disclosure data is aggregated unless the brand opts in to product-level granularity.
